Samantha Shelton has 20 years in the Cyber field, spanning systems engineering, information assurance (IA), strategic planning, IT services mgt, and communications with the US Air Force and industry. Throughout her Cyber career, Samantha provided expert support, analysis, and research into exceptionally complex problems and processes. As a former Air Force major, she served in four military campaigns: Operation NORTHERN WATCH, Operation Clear Skies, Global War on Terrorism, and Enduring Freedom. Her first job in the Air Force was as an acquisition officer for the Air Force Material Command's software factory, including the test and evaluation of the Integrated Maintenance Data System, the outsourcing of the DSS data center, and automating of fingerprinting in the late 1990s. A proven communicator, Shelton briefed many senior executive leaders and is a 2-time base-level communications and information officer of the year. She also led executive level project teams, such as 2004 White House’s World War II memorial website. For her leadership as the Information Assurance flight commander at Bolling AFB, she received the DoD IA Medallion award.
As a cyber officer in the Air Force, Samantha led the implementation of several base-level Cyber programs, such as Air Force Portal pilot, Intrusion Detection and Prevention, Anti Spam, and PKI. She has provided vital expertise in planning numerous DoD cyber-related exercises, including INFOCON, Bulwark Defender, and C2. She joined CSC as a solution executive for cyber in 2010, where she supported bids and proposals across their North Public Sector; including the winning proposal for the SPAWAR Integrated Cyber Operations Pillar IDIQ. At Data Systems Analysts, she contributed to several winning IT/cyber related proposals as capture manager and / or technical volume lead including DTIC CSTATs, and GSA Alliant II Large. She contributed to DSA’s hyper growth from $80M in annual revenue in 2014 to nearly $200M in 2017. In total, she has directly contributed to more than 12 winning proposals in the GOVCON IT sector with combined ceiling value of over $54B for IDIQs and $288M for single awards. In 2017, she founded ArcTangent LLC to provide advisory support in the areas of cyber, IT, and software for GOVCON companies.
Shelton has a M.S., Computer Science from John Hopkins and a B.S., with honors in Computer Science from Illinois Institute of Technology where she was also an ROTC Scholar. She is both CISSP and PMP certified. Samantha is a graduate of CSC’s selective North Public Sector Solution Institute and Distinguished Architect Program. She also completed a solution executive leadership program through Cornell University in 2013.
Shelton is very active in the local community. She is the VP of Communications of the Air Force Association Gabriel Chapter. Sam is also a skilled painter and printmaker and a member of the Alexandria Torpedo Factory Art League.
