Mr. Millar began his career with the JCPenney Co. in 1979, as a Management Trainee, and over the next 25 years served as a Buyer, General Merchandising Manager, HR and Operations Manager, Store Manager and on the District and Regional staffs. In 1996 he joined Keane Federal Systems (KFS) as a Project Manager supporting the US Marine Corp Logistics Base Albany GA G6 Operations in developing and maintaining configuration management databases. As an Account Executive with Keane he provided oversight and business development to over 150 customers in federal civilian, DoD and State and Local governments with over $25M in sales with a focus on application development and support, application outsourcing and project management. In 2001 he joined TYBRIN Corporation as Strategic Programs Manager supporting a variety of Information Technology Services including application development and sustainment and as a Project Manager supporting the Florida Department of Law Enforcement’s initiative to link the State’s fingerprint database with the FBI’s IAFIS (Integrated Automated Fingerprint Identification System). In 2003 Mr. Millar joined Integrated Computer Solutions, Inc. (ICS) as Director of Business Development leading all contracting activities, capture planning and management, proposal development and Quality Assurance. In 2011 he joined DSD labs as the Business Development Lead for DoD Enterprise Operations and Security Services. In 2019 he joined Bowhead ANC as Director of Business Development for Systems and Information Technology. Primary areas of expertise; Cloud Services, Agile DevSecOps, Cybersecurity, Information Technology with a focus on logistics and finance

Mr. Millar holds Bachelor of Science degree in Psychology and Business Administration from Jacksonville University. He and his wife Paula have 3 grown children, with one son on active duty in Air Force Intelligence and 4 grandchildren.
