Individual Bio
Jim is responsible for implementing Coley’s business development strategies targeting Federal, State and Local government. Using his over 35 years’ of experience in Federal government and private industry, Jim helps develop new business strategies, identifies new opportunities, and develops teaming relationships.
Prior to joining Coley in 2001, Jim held a senior position at USAA’s Information Technology Company, ITCO, where he worked with ITCO leadership in promoting and integrating new technology enterprise-wide, which required business planning, marketing, and management studies and analysis. Prior to USAA, Jim held various senior leadership positions with the Department of the Air Force and Department of the Army where he developed experience in management, strategic and technology planning, engineering, technology transfer, business development, research and analysis, and marketing.
Mr. Vinarskai received his MS in Electrical Engineering in Bioengineering from the University of Nebraska and his BS in Electrical and Electronics Engineering from North Dakota State University.
